Walk down most marina docks at the start of a boating weekend, and it's a good bet that you'll hear (in addition to the shouting about a bag of towels in the car, the cordless drill symphony, and the cockpit stereo in Slip 14S playing Smashmouth at Volume 11) the monotonous voice of NOAA weather radio blatting out of half a dozen VHF radios.
